I know a good many people post treatments and scripts there for critique. You might bite off more than you can chew, though...there are quite a few guys that will tell you exactly what they think. It might be a good idea to build out your concept to the treatment level first though. From my understanding, a treatment is copyrightable as a work, while a concept alone, a simple idea, cannot be copyrighted.
